The European Commission has set up a unique system for implementing its research and technology policy. That statement holds, even if one looks around the world on the ways how research and technology programmes are implemented. Monitoring and evaluation are an integrated part of the system for management control, quality assessment-and assurance-and decision support in the planning stage for future activities.
