The state of enclosed spaces on ships is "horrifying", a marine consultant with the UK's Mines Rescue Service told SASI in June. The marine industry is 40 years behind its onshore counterparts when it comes to enclosed-space care and legislation, said Michael Lloyd, who co-authored a report into enclosed-space design for MRS in June. "We looked at the marine industry with no legislation and we were horrified with what we were seeing and finding," he said. "Ashore there are rules and regulations governing access to tanks, lighting etc, because it is recognised ashore that human beings work in there, and the design of the tank has a considerable bearing on the safety of the people working inside," he said.
