Scrap prices rose sharply at year's end. Industry analysts suggested that tight scrap inventories during a time of improved domestic and foreign demand for new steel led mills to push prices higher. Also, some observers noted that domestic mill buyers tend to get nervous at this time of year, fearing that harsh weather will result in scrap shipping problems. That proved to be a correct market assumption, with harsh weather in December leading to low volumes at scrap yards and difficulty in getting processed metal to consumers. Because no recycling mill ever wants to take downtime due to a lack of scrap on hand, prices rose.
