ORR prepares for franchise regulation

Addressing the All-Party Parliamentary Rail Group on July 12, ORR's new Chief Executive Richard Price explained why his first task is to prepare his own organisation for a much wider role following Sir Roy McNulty's Rail Value for Money Study. 'On many measures our railway has never been more successful', he said. However, 'this success has come at a real cost to passengers and taxpayers and we think the railway is costing 30％ more than comparable European railways'.
