Degrees of separation

Vertical integration is established shorthand for bringing train operations and infrastructure management back under unified control. However, in LEX's work for the VfM study horizontal separation is the initial aim, defined as 'the sale of one or more of Network Rail's regions or routes to a separate company'. Before this, the currently proposed devolution of power from a centralised Network Rail to its Regional Infrastructure Managers must be implemented. A RIM could then be let as a concession or sold outright.
