Joanna Whittington has been appointed Director of Railway Markets £t Economics at ORR, and is due to take up her new post on March 3. Having led the first Periodic Review in 1998 as Director of Economics £t Finance, she has latterly been a Partner in the Markets Division at Ofgem and succeeds Cathryn Ross who left ORR last year to become Chief Executive of Ofwat (RB1443 p10). John Larkinson has been appointed Director, Economic Regulation, responsible for overseeing ORR's role as the consumer authority for the rail industry.
