Design and build - effects of contractor design on highway schemes

Contractor design of highway schemes is possibly the most significant and challenging innovation affecting the UK civil engineering profession since the introduction of the first edition of the ICE conditions of contract in 1945. The days of project design and supervision being separate from construction are numbered - and a major culture change will have to be accommodated by all those involved. This paper examines the philosophy and rationale behind contractor design in all its guises and considers the likely effects that these changes will have on consulting engineers.
