This paper presents an overview of usage-based methods ofntransmission cost allocation under open access. Allocation ofntransmission costs involves both technical and regulatory issues, and asna result, the methods available in the literature differ in theirndefinition and measure of the “extent of use” ofntransmission resources. The primary objective of this paper is tonprovide a summary of techniques used for designing fair and equitablenaccess fees for the recovery of fixed transmission costs. The discussionnis thus organized under two major subtopics: algorithms for transmissionnusage evaluation and alternative pricing strategies. Numerical examplesnare provided to show the results using different methods
