Texas bill may speed Entergy cost recovery, but does not affect outlook: execs

A bill pending in the Texas legislature would accelerate Entergy Texas’ recovery of the cost of generation projects in its East Texas service area, but not enough to materially affect its earnings outlook given the timing of its rate filings, company officials said Wednesday. If the legislation – House Bill 1397/Senate Bill 661 – is signed into law, Entergy would be able to file a rate plan for projects that are under construction, so its costs could be included in customer's bills as soon as generation begins serving customers, whereas currently recovery rate plans are filed after construction is complete. The state House has passed the bill, and it is now pending in the state Senate, Leo Denault, Entergy chairman and CEO, said in a first-quarter earnings call.
