Foothold in Iraq

IOCS are making a tepid but contractually obliged physical entry into the Iraqi oil sector. The political and security situation remains unstable, while antipathy towards foreign oil firms is deep-seated. Iraq requires huge investment in basic services, while the oil industry faces particular challenges of its own. Even if all goes smoothly, it will be very hard for the government to meet its ambitious targets for capacity expansion.
