In text books markets are always moving towards an equilibrium, in practice they never reach it. In the oil market, the equilibrium itself shifts constantly as supply and demand factors change and, in any case, there is no certainty that any given volume of demand and supply will produce a particular price because that price embodies both current and forward looking expectations.
