Draft decree in tatters

Government and industry are no nearer an accord on Spanish wind regulation from 2013 after proposals and counter-proposals were rejected in early November, making accord ahead of elections November 20 highly unlikely. Wind energy association AEE rejected November 4 government amendments to its draft Decree, saying it would freeze investment and destroy jobs. A counterproposal from AEE sent the day before had been rejected by the industry ministry, whose minister Miguel Sebastian had told reporters November 2 that he would not approve a new decree unless he had the backing of the industry.
