To provide techniques for properly chaptering decrees into short sentences and itemizing and classifying the short sentences, techniques for retrieving, on the basis of the itemized or classified short sentences, short sentences such as annotations and short sentences of other decrees associated with the decrees, and techniques for creating, from the itemized or classified short sentences, sentences such as a written complaint.SOLUTION: A decree database creation method comprises: a sentence receiving step for receiving first writing and second writing from a computer; a chaptering step for chaptering sentences included in the first writing into multiple first short sentences, and chaptering sentences included in the second writing into second short sentences; itemizing step for itemizing the chaptered first short sentences into predetermined multiple first items, and itemizing the chaptered second short sentences into predetermined multiple second items; and a storing step for storing the first writing, the first short sentences and the first items in association with each other, storing the second writing, the second short sentences and the second items in association with each other, and storing the first writing and the second writing in association with each other.SELECTED DRAWING: Figure 2
