California regulator adopts GHG limits and mandatory reporting requirements

The California Air Resources Board last week adopted the agency's first regulations designed to help implement the state's 2006 climate law, which requires the state to reduce greenhouse gas emissions to 1990 levels by 2020. CARB, the lead agency for the climate law, adopted a 2020 emissions limit for carbon dioxide of 427 million metric tons equivalent - that will require GHG emission reductions of about 29% over the next 12 years.
