Ohio's three largest electric companies wasted no time in filing three-year regulatory plans with state regulators late last week, with American Electric Power weighing in with a request to raise electric rates by a cumulative total of 52% over the next three years. The state's new electricity law took effect July 31, also the first day utilities could submit electric security plans - required under the law - to the Public Utilities Commission (EUW, 28 April, 1). AEP, FirstEnergy and Duke Energy Ohio were first-day filers, dispatching their voluminous plans to PUC headquarters in Columbus. Existing rate stabilization plans for the trio expire at the end of this year. Dayton Power & Light's existing rate plan runs through 2010, and the DPL subsidiary was not expected to immediately file an ESP.
