The US Environmental Protection Agency’s insistence that power nplants, refineries and others holding so-called “flexible” air permits nwith the Texas Commission on Environment Quality “transition” to new permits is irking the TCEQ, but apparently having little or no nimpact on power plant operations or emission limits.
