In talking about the role of the European Union (EU) we are talking not only about actions by EU institutions but also by its Member States collaborating through the EU.rnThe treaty establishing the European Community adopted in Maastricht in 1992 establishes shared competence on public health between the EU and Member States. The provision of health and social services is the responsibility of Member States. The EU has a role in public health policies, where it can add value to the efforts of Member States, and in ensuring that all its activities provide a high level of protection to the health of the population. It can assist in helping Member States to co-ordinate their policies and share good practice. Though its legislative role in health is limited, the EU does have a role in many other policy areas which have an impact on health.
