The state of Washington is planning to allow Native American tribes to claim tax breaks on mobile fueling sales they make off reservation land. The new giveback would be in addition to the more than $23 million the state paid to 19 tribes in refunds for retail sales at their stations last year.Marketers learned of the new tax break just as they sought a court injunction blocking Gov.
