OSJ has been following the ups and downs of the Prorefam plan (the campaign to renew and expand the Brazilian-flag OSV fleet) since it began back in 2008. The aim has been to reach a target of 146 ships, reducing Brazil's dependency on foreign-flag vessels by the end of 2014 in seven rounds of approximately 21 vessels each. The nationalist-leaning government of Brazil's president Dilma Rousseff is using Prorefam to bolster the Brazilian-flag fleet via a series of eight-year charter contracts that are granted on condition that the recipients build new vessels in Brazilian shipyards, thereby creating thousands of new jobs.
