The US State Department is waging a campaign of intensive bilateral diplomacy to secure consensus on the IAEA Board of Governors for approval of India's safeguards agreement with the IAEA, well-placed diplomatic sources said this week. The campaign places particular emphasis on countries that have been identified as holdouts, the sources said.rnIn recent days and weeks, the sources said, US officials have been trying to schedule meetings with critical European members, as well as with China and Pakistan. According to sources, some or most of these meetings would be held not in Vienna but in Washington and in foreign capitals.
