The United States and Vietnam reached an agreement in which the Asian nation would purchase U.S. nuclear fuel and technology for its civilian nuclear program. The "123 agreement," so called after a provision for peaceful nuclear cooperation in the Atomic Energy Act of 1954, was signed on October 10 by Secretary of State John Kerry and Vietnamese Foreign Minister Pham Binh Minh, on the sidelines of an East Asia summit in Brunei.
