The BBC told ministers that the government's hopes for a tie-up between BBC Worldwide and Channel 4 would not solve its rival's financial problems but added that it could do more to help struggling commercial broadcasters. The BBC Trust asked the Corporation's management to tone down reminder letters for the licence fee after a review of feedback showed the public felt that reminder letters were "too harsh".
