Quality concerns have dogged another Highways England procurement process with one of the bidders from the top level of the body's £5bn framework failing to meet requirements. Three of the five Lot 3b contractors secured work totalling more than £1.4bn - but two missed out, one because it failed to meet the quality requirements of the process. Smart motorway programme director Andy Watson told NCE he had a meeting planned with the bidder which had missed out on the bonanza of smart motorways work awarded this week.
