New smart motorway bid quality concerns surface

Quality concerns have dogged another Highways England procurement process with one of the bidders from the top level of the body's $7.5bn framework failing to meet requirements. Three of the five Lot 3b contractors secured work totalling more than $2.1bn - but two missed out, one because it failed to meet the quality requirements of the process.
