For nearly two years, Seth, a microbiologist at the prestigious All India Institute of Medical Sciences (AIIMS) in New Delhi, has been awaiting word on his HIV vaccine candidate from the health ministry. Seth's vaccine research was funded by the Department of Biotechnology (DBT), part of the science ministry. He published his work in peer-reviewed journals and received positive feedback from several evaluation committees. In March 2003, the DBT gave him the green light to form a partnership with an Indian company and manufacture the vaccine for phase I human trials.
