Faced with increasing pressure to meet the Government's modernisation targets - including Gershon's ambitious £6.5bn savings - clued-up councils are putting key skills at the heart of their change programmes. Achieving the required cost savings requires a combination of highly developed skills, particularly in terms of finance, HR and procurement, where many of the efficiency gains could potentially originate. With mounting fears of skills shortages in some areas, local authorities should consider looking to the private sector for experienced candidates that can help implement change and add value.
