It's frightening how quickly we get used to our newspapers being full of gloom and doom. So, when the Audit Commission announced that local authorities were well placed to weather the current downturn, it came as a welcome surprise. The good news is that things look satisfactory for 2009. The not-so-good news is that councils are anxious about 2010. Having planned well so far, councils now need to focus on their survival strategies for the years ahead. The problem is clear. The deepening financial crisis has resulted in less funding, but we have simultaneously witnessed a dramatic rise in the demand for services. Recent Hay Group research showed that 90% of local authority senior executives were concerned about their communities' rising expectations in the volume and quality of services.
