Can leadership skills be transferred?

Much of my time is spent assessing and identifying leadership potential; and the challenge for me is always about finding the best fit, not necessarily the best candidate. And that's because the right skills, with the right approach, in the right environment is in my experience what always delivers the best results. One of the other conundrums that taxes me isthe issue of transferable leadership; and just how much emphasis should be put on contextual knowledge and experience. Could a good leader survive and excel in any environment?
