American Paper Recycling Corporation (APR) has promoted Mark J. Smith to the position of Chief Operating Officer. APR has promoted Dawn Scarborough to the General Manger position of the company's Atlanta Paper Recovery Plant. In addition, Katie Partridge has also been promoted to heading APR's Export Division which services their Paper Mill shipments to China, India, and Europe.
