Training and Education Key for New ELGs

The much anticipated new effluent limitations guidelines (ELGs) were published in the Federal Register on December 1, 2009. There are some changes from the draft rule which was published November 28, 2008, but for the most part it sends the same message - you will have to monitor (sample) construction site runoff for turbidity. It appears monitoring will be phased in for sites at 20 acres or greater first, and later, sites 10 acres or greater. Construction sites under 10 acres or with less than 10 acres of disturbed soil will not have to monitor.
