Community rehabilitation program directors, front-line managers, and direct-service professionals' perspectives on leadership characteristics were investigated through in-depth interviews. Interviewees from three mid-western states were identified through the state Vocational Rehabilitation agency community rehabilitation liaison. Findings revealed three themes in a proposed value-based leadership development model: Investing time and resources in staff, actively collaborating with staff, and facilitating a constant learning environment for all staff. Implications and recommendations for community rehabilitation personnel, and researchers are discussed. [PUBLICATION ABSTRACT]
