Proposing a Test for Policy-Based Evidence Making: A Content Analysis of the Don't Ask, Don't Tell Review

摘要

This article examines how policy-based evidence making (marshalling research in support of a predetermined policy) can delegitimize the role of social science in informing and influencing changes in public policy and practice. First, this study offers a content analysis of the memorandum of the U.S. defense secretary establishing the comprehensive review of 10 U.S.C. § 654, the “Don't Ask, Don't Tell” policy, identifying the designations and attributions used in this memorandum. Second, this article proposes a six-part test for policy-based evidence making and pilot this test on the “Don't Ask, Don't Tell” review memorandum.
