Green, Amber and Red: The Proposed New Traffic Light Approach to Land-Use Planning in England

In August, the Government published the Planning for the Future White Paper, which includes a comprehensive set of proposals for reform of the English planning system. Whilst the proposals are ambitious and wide-ranging, the system which would emerge if all the proposals were to come into being, would still be one many of us would recognise. Planning permission would still be required for the development of land and local councils would still control whether or not to grant permission and on what terms. Moreover, local councils, supervised by the planning inspectorate, will still control much of the forward planning for their area through a locally-adopted development plan.
