Taking the human perception into account in video coding can improve the visual quality of the encoded video. In this paper, a novel perceptual intra frame rate control algorithm for High Efficiency Video Coding (HEVC) is proposed, in which Canny edge detector is utilized to get the edge information of the intra frame firstly, then bits are allocated to each coding unit according to the distribution of the edge pixels. Our experimental results show that the proposed algorithm is able to achieve more accurate rate control with less encoding time when compared to the method proposed in JCT-VC K0103 and the original HM16.0. In addition, the subjective quality of the reconstructed frames can be improved by the proposed algorithm.
