On February 25, 2014, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a notice in the Federal Register withdrawing a March 11, 2011 notice of proposed rulemaking (NPRM) published under Docket HM-247. In the NPRM, PHMSA had sought to reduce the risks associated with the loading and unloading of cargo tank motor vehicles (CTMVs) used for the transport of hazardous materials.
