PHMSA Rulemaking Agenda Update

In the March/April 2019 edition of the Journal of HazMat Transportation ("The Journal"), we provided a preview of PHMSA's regulatory agenda for 2019 based on the Fall 2018 Unified Agenda of regulatory and Deregulatory Actions (Unified Agenda) and other available information. We also reported on three final rules (HM-209A, HM-224I and HM-251B) issued following the shutdown of DOT and other federal government (December 22, 2018 to January 25,2019). In this report, we update PHMSA's agenda to include recent changes based on the Spring 2019 Unified Agenda, DOT's June 2019 Significant Rules report, and recent Federal Register publications.
