Best and Worst Practices in Foreign Aid" (Spring 2008, pp. 29-52), advances some thought-provoking analyses regarding the practices of aid agencies. On the other hand, the many issues related to the nature of the data and methods employed in the analyses, particularly those reflecting on the performance of the Global Environmental Facility (GEF), seriously call into question many of its conclusions.
