PROBLEM TO BE SOLVED: To provide a comment display device that excites and entertains a viewer viewing moving image data even when the moving data has the small number of comments.;SOLUTION: A comment display device comprises: a comment creation unit for newly creating a comment on moving image data on the basis of a comment contributed by a viewer on the moving image data or another moving image data differing from the moving image data; and a comment display control unit for making a terminal device for reproducing the moving image data display a comment contributed by a viewer on the moving image data and the comment created by the comment creation unit.
