The decision in 2015 of Chancellor Merkel to allow large numbers of refugees to enter Germany was undoubtedly a major new development in the history of the Federal Republic. Two years later, the issue of migration played an important part in the Federal Election campaign, shortly after which Federal President Steinmeier, arguably deviating from his almost exclusively ceremonial role, used his speech on The Day of German Unity national holiday to call on the country's politicians to pass a new law to regulate legal immigration. The volume under discussion here considers one element among many relating to this major issue of migration, questions surrounding, in the words of its title, the employment of refugees. The subtitle narrows things down even further: 'Creating working and training relationships in conformity with the law'. The author, a practising lawyer, who has a history of publications in the same area, accordingly concentrates on legal questions with only occasional references to political and economic issues. Indeed, much of the text consists of the reproduction of relevant statutes. One exception is the preface, which regrets the lack of improvement in the legal framework since he completed his doctorate some half a decade earlier on religion-based discrimination in labour law in France and Germany.
