ANALYSIS OF THE POWER BLACKOUT OF JULY 29, 1999 IN THE TAIWAN POWER SYSTEM

The purpose of this study is to simulate and analyze the July 29-blackout event in the Taipower system and provide strategies for future improvement. To start, a power flow program was used to simulate the steady-state conditions of the system before the fault. Then the results were taken as the initial conditions for the subsequent transient stability study. Transient stability studies were conducted assuming various branch tripping events. Details of cascading outages leading to a system blackout can be obtained from the results of these steady-state and transient simulations. Finally, lessons learned from this blackout were employed to develop strategies for future improvement of the Taipower system.
