Pentagon to update acquisition doctrine, incentivise innovation

The Pentagon aims to nurture greater investment in innovation as part of an update to its acquisition doctrine due to be released in the next few months, the US Department of Defense's acquisition chief said on 5 August. The update will create incentives for contractors to beat bare minimum requirements for programmes by authorising increased spending for greater performance, he said. In particular, the revised plan, known as Better Buying Power (BBP) 3.0, will target the difference between threshold performance for programmes and the more stringent objectives outlined in new programmes.
