Turkey amends rules to allow single-source bidding

Turkey has amended its military procurement regulations to allow the Ministry of National Defence (MND) to open a tender for a sole source bidder under certain conditions. The reform came through a cabinet decree that was published in the MND's official gazette on 16 December. Under the decree, Article 10 of the Public Tender Law (KIK) is amended so that a single bidder can take part in a tender provided that it meets the technical requirements of a given project.
