摘要

The 8-9 July NATO summit in Warsaw and reports about Russian activities in eastern Ukraine and Estonia have prompted Poland to re-visit its procurement processes, with the Polish Ministry of National Defence (MND) focusing on a small number of programmes in the near term while deferring other acquisitions until a later date. What has been called the Technical Modernisation Plan (TMP) as originally put forward by the previous government involved some 14 acquisition programmes running in parallel. However, the Polish defence minister, Antoni Macierewicz, has instead decided to implement a three-year initiative that prioritises four specific areas: air defence, modernisation of armoured and mechanised units, procuring systems to address naval threats to Poland, and cyber security.
