Visitation at major units of the National Park System has been expanding rapidly, driven by increasing United States population and growing popularity of national parks as destinations for foreign visitors. Concentrations of visitor use during peak seasons strain the capacity of visitor facilities, park roads and parking facilities, and threaten sensitive natural and cultural resources. Section 1050 of the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA), Public Law 102-240, requested that a study be conducted of alternatives for visitor transportation in the national park system.
