Michael Rubin's lengthy Dancing with the Devil tries to explain how to negotiate with rogue states-or not. But, despite his long explanation, Dr. Rubin has probably bitten off more than he can chew. Negotiation is an impossible subject. Many of the book's twelve chapters deal with negotiating with a particular rogue country. Rather than comment upon all, I have selected a few.
