Fourteen U.S. states, a Canadian province, nine European Union countries, the European Commission, New Zealand, and Norway formed a coalition Oct. 29 aimed at fighting global warming by making changes to the carbon market. The International Carbon Action Partnership (ICAP), signed at a meeting in Lisbon, is an international forum to help establish a well-functioning global cap-and-trade carbon market, according to a coalition statement. The market will be established by coalition members sharing experiences and best practices on the design of emissions trading schemes, the group said. Such cooperation will ensure the programs are more compatible as the foundation of a global carbon market, ICAP said.
