The authors comprehensively reviewed key features of global carbon market,par-ticularly system analyzed the development trend and effects of tackling climate changes in interna-tional cooperation,on this basis,provided considerations and suggestions on building and develo-ping China carbon emission trading system.%对国际碳市场的主要特点进行了全面梳理，特别是对其发展态势及在应对气候变化国际合作中的作用进行了系统分析，在此基础上，给出了对中国建立和发展碳排放交易体系的思考与建议。
