Japan, which goes through prime ministers the way laptops go through battery power, has another new one: former Finance minister Yoshlhiko Noda, leader of the Democratic Party. His task is far from enviable. Japan just suffered a credit downgrade for having a big budget deficit and too much debt. Noda will have to rally support for tax hikes to help pay for $185 billion in reconstruction costs from Japan's devastating earthquake.
