The Army is determining how to fund the capabilities that will be required to support its nascent Multi-Domain Battle concept, according to the head of Training and Doctrine Command. Gen. David Perkins told reporters Nov. 9 that Lt. Gen. Mike Murray, the deputy chief of staff (G-8), has emphasized the need to "prioritize" among the service's interests. "We're trying to make short-term decisions," Perkins said, "because that's how we get our money - short-term decisions. We're trying to make it with a view to the long term. And we know, you may have a place you want to get there, but you can't get there a fiscal year at a time. In fact, if we look at the AirLand Battle ... it took decades." "So part of it is deciding where you want to go, and then saying, what are the order of the things we have to do to get there first," he continued. "Maybe some of these solutions can start out with a doctrinal solution ~ change the organization and eventually get materiel so it's synchronized in the [doctrine, organization, training, materiel, leadership and education, personnel, and facilities] as well as outlining it."
