Of course the single prime factor leading to the success of the Korean and Japanese mobile data endeavors cannot be pinpointed. Still, when comparing the two country cases some features are striking. Firstly, the business model is based on broad cooperative networks rather than tight unilateral control of the value chain. Secondly, the government takes an active role in the support and development of their information societies securing the customers competition based on the services and an active R&D environment of all players involved. Last but not least, the preferred mobile technology does not seem to matter considerably, since PDC, CDMA 2000 and W-CDMA all produced successful mobile data services.
